I am fairly new to QGIS and would like to specify a non-rectangular area within a topo TIFF (I can create a vector polygon) then create a contour(s) of some specified elevation (I know how to do that) but in this case the contour should be restricted to within the selected area, then add color as shown. A common task, there must be a plugin?

What software do you have available? You will need to create a DEM from your contour vectors (and spot heights if you have them) to generate new contours.

Either clip out the DEM gis.stackexchange.com/questions/255761/… and create contours or create the contours and clip the ones you want, what will make the difference is how big is the DEM you're creating your contours from? If it is many times larger than what you have here it would be quicker to clip the raster, if it's only twice or thrice the size it would probably be quicker to clip the vector contours.
