Having read Good Subjective, Bad Subjective and other GIS Stack Exchange materials on what should and should not be asked on here, I'm confident there is a place for this question here, especially considering how seldom this topic is discussed online.

Certainly, this question is subjective in that every organization that uses GIS is different. But there are going to be common themes and common needs across a multitude of such organizations, big and small, both regardless and depending upon industry, business, and the organization's means.

Many GIS budgets may have "must-haves," well-designed budgets will set up an organization for success and return on their investment, and poorly-designed budgets could set-up an organization's GIS for failure.

With that considered, what comprises an organization's GIS budget?

Please edit the question to limit it to a specific problem with enough detail to identify an adequate answer. Avoid asking multiple distinct questions at once. See the How to Ask page for help clarifying this question. If this question can be reworded to fit the rules in the help center, please edit the question.

  • I ask this from the standpoint of someone trying to manage GIS at a company with 5 total GIS employees, 1 GIS consultant, and (since I got here) no budget or spend authorization outside the fact that I can rubberstamp our existing recurring ESRI licensing and Rextag or CoreLogic subscriptions. We also have no formal IT department, as all of our IT is outsourced to a 3rd-party. All new spending essentially has had to be justified down to the nut and bolt, really holding us back from doing the things I believe we need to do.

Your question still seems to be seeking a list of must-haves, things to avoid, things to steer toward, etc. That still leaves it unsuitable for focused Q&A. Your discussion is welcome in the GIS Chat Room: gis.meta.stackexchange.com/a/4049/115

Although this is a very interesting question, it does not fit well within this type of focused and non-opinionated Q & A forum. As indicated in the comments, please move this to chat where open-ended and opinion-based questions are welcome.

Unfortunately the chat room suggestion is not very helpful. Effectively nobody knows it exists and effectively nobody uses it. This question is a lot more focused and objective than it is being made out to be, and an SE Question is far better suited for asking this question than an empty chat room.
