Certainly, this question is subjective in that every organization that uses GIS is different. But there are going to be common themes and common needs across a multitude of such organizations, big and small, both regardless and depending upon industry, business, and the organization's means.

I ask this from the standpoint of someone trying to manage GIS at a company with 5 total GIS employees, 1 GIS consultant, and (since I got here) no budget or spend authorization outside the fact that I can rubberstamp our existing recurring ESRI licensing and Rextag or CoreLogic subscriptions. We also have no formal IT department, as all of our IT is outsourced to a 3rd-party. All new spending essentially has had to be justified down to the nut and bolt, really holding us back from doing the things I believe we need to do.
