I am considering getting new PC. I am working with QGIS Madeira and it's too slow. If I want to upgrade my PC, are there any specific guidelines for PC specifications? What should I be aware of in term of memory/RAM/Graphics cards etc.?

Hardware purchase for GIS is like any other high-end requirement-driven system. The hardware changes so frequently that no specific recommendation will meet the long-term value purpose of GIS SE. Pretend you're outfitting a high-end gaming system, but pay more attention to I/O throughput and you'll be fine.

opinion only, but a SSD, QGIS is much faster starting up, went from i7 (2013), 12GB RAM to i7 (2019) 32GB RAM and Nvidia 1070 GTX 6GB and the difference is remarkable. But only because that laptop was on a huge sale and within budget. Most likely overkill but is a gaming laptop as well as work laptop.
