Don't name your package "doc". doc.sty exists already (in latex/base) and glossaries contains special code when it detect that it has been used:
@ifpackageloadeddoc%

@gls@docloadedtrue

letglsorg@PrintChangesPrintChanges
renewcommandPrintChanges%
begingroup
lettheglossaryglsorg@theglossary
letendtheglossaryglsorg@endtheglossary

In addition, one can check package existence on the command line viakpsewhich file.sty(don't do it from the folder where doc.sty already existed)

In addition, one can check package existence on the command line viakpsewhich file.sty(don't do it from the folder where doc.sty already existed)
